      随着工业化和城镇化的不断推进,农民工已经成为城镇劳动力市场的主力军，农民工市民化进程正逐步推进。地方政府作为市民化政策的具体实施者，却表现出政策执行的行动力不足、分担成本的意愿不高、公共服务供给不足以及监督保障机制不健全等问题。对此，地方政府应从强化执行力、主动分担市民化成本、完善公共服务供给以及建立监督保障机制等方面强化责任，以期加速农民工市民化的进程。
英文摘要:
      With the continuous advancement of industrialization and urbanization, migrant workers have become the main force in the urban labor market, and the process of citizenization of migrant workers is gradually advancing. As the specific implementers of the citizenization policy, local governments have shown lack of responsibility for policy implementation, lack of willingness to share costs, insufficient supply of public services, and lack of supervision and guarantee mechanisms. In this regard, local governments should strengthen their responsibilities in terms of strengthening enforcement, actively sharing the cost of citizenization , improving public services, and establishing supervision and guarantee mechanisms, accelerating the process of citizenization of migrant workers.
